What Is ACS

New York’s child welfare services were created as a result of The Social Services Law and the Child Protective Services Act of 1973. One of the outcomes of the Act was the creation of Child Protective Services (CPS) and the New York State Central Register of Child Abuse and Maltreatment (SCR).

Child Protective Services failed to uphold the law and children died. In 1996 New York City created a separate agency, The Administration for Children’s Services (ACS), to replace CPS. Recently a law suit was filed that claims hundreds of children were sexually abused at facilities affiliated with ACS.

The mission of ACS is to protect New York City’s children from abuse and neglect. ACS goals are set forth in five key commitments:

  • No child we come into contact with will be left to struggle alone with abuse or neglect.
  • No family who needs and wants help to keep their children safe will be left without the help it needs.
  • Every child we come into contact with will get the help (s)he needs to be healthy and achieve his/her full educational and developmental potential.
  • No child in our care will leave us without a caring, committed, permanent family.
  • Every team member at Children’s Services and each of our partner agencies can expect guidance, respect, and emotional support to achieve our goals. Every child, family, community member, and foster parent we come into contact with will be treated with the same concern and respect.

ACS now employs over 7,000 people and investigates over 55,000 reports of child abuse and neglect annually. According to a former ACS employee:

The job of a CPS caseworker is highly stressful and at times very dangerous. They should warn interviewees beforehand instead of waiting until after they’re hired to tell them the true nature of the work.

ACS fails New York City’s children on a daily basis. In addition ACS harasses thousands of New York City families each year with false charges. ACS workers can be very aggressive, arrogant, and many do not follow the law. They will demand to enter your home without a warrant and threaten families with the removal of children. If ACS believes that a child is being neglected it can file a court petition to end the neglect. ACS has attorneys that work on their behalf in court and will present the case to a judge. ACS is a highly dysfunctional agency that causes serious damage to families. Dozens of children have died under their custody because of their incompetence.
